After a lot of testing I'm fairly confident that the "elemental charge" legs mod doesn't proc on prismatic. I can swap back and forth between my stasis subclass which has glacial harvest, and my prismatic build, which has facet of command. Both generate shards perfectly fine. But with three elemental charge mods on, only the stasis subclass occasionally creates an armor charge on pickup. On prismatic, I get none. I've purposely disabled all other forms of charge creation. I have double grenade kickstart on the arms, to make sure I can hold a charge. And the only thing I change is the subclass. Shards are created either way. The stasis subclass generates charges, prismatic doesn't. If I pick up an orb made by someone else, I get a charge of course, either way. I tried changing supers to winter's wrath, under the theory that perhaps it's linked to the super. But that didn't fix anything. Also, I do not have the "authorized mod:" turned on in the artifact. Just in-case that was causing it.
