I think the witness will be back but in a different form
I remember an anime called digimon, there is a villain called myotismon and he was defeated then he came back in a stronger form and was called malomyotismon, I think the witness will be back in a different weaker form down the road here is a poll on the witness return or not.

Nah he's gone. I always wanted Ghaul to come back, but Crow pretty much filled the role I imagined Ghaul taking back in the day.
