The thing which made D1 Icebreaker so useful was its ability to generate ammo. The ammo economy in D1 was far more stingy and one could just pick a spot and camp with Icebreaker, shoot the mag, stow it, wait awhile and then empty the mag again... Rinse. Repeat.
I don't see that as viable in 2024. Shoot to loot, aggressive enemies which come at you, abundant special and heavy ammo with mods for those ammo types.
Which means that the Icebreaker of 2024 will have to have a pretty solid 2024 sniper perk pool in the D2, 2024 sandbox especially with some very solid exotic sniper rifle competition. It'll be interesting to see how this plays out. GHorn ruled in D1 but very solid competition from other rocket launchers, both exotic and legendary, make it a still solid option, but nowhere near dominant.
I'm still kind of excited about Icebreaker, though. I knew Bungie would bring it back eventually. I'm interested in seeing what's been done with it.

2 RepliesRegenerating ammo will still break the game. So they won’t bring that back. It will do something else. The nickname for it at Bungie was “Gamebreaker”.

I suspect it will basically be revoker 2.0 that generates ammo when you make an ignition. I suspect that missing shots will refund ammo and crits will apply scorch stacks and one you make an ignition, it will refund the mag.

Honestly, since it is 'Icebreaker', I'm hopeful it may get a stasis rework. Precision hits freeze targets, precision kills cause a shatter regardless of whether enemy was already frozen. Maybe throw firefly in the catalyst as tribute to D1.
