And idk why they changed special ammo again.. now a lot of fusions.

Apparently they changed it from meter because there was an in game issue with it. They might be referring to when you would randomly get way too much ammo loaded from a single meter fill. I very much enjoyed the meter. More primary fights and it felt good to slay out, assist teammates, and play objective and get rewarded for it.
