Snipers can't OHK unless they're to the head. They flinch like you just got hit by a train Either 60 AA on a sniper for example is nothing, or the zoom and requirement of pinpoint accuracy make it that much harder to use compared to something like Jade Rabbit. Maybe it's just that snipers have basically no bullet magnetism, which even slow moving projectiles like Scorch Cannons have a lot of. Not many maps have long enough sightlines for a sniper to be used the way it's supposed to be used in just about every other game. Of course a fusion, which is basically a burst fire slug shotgun, will have more kills, especially the hard hitters or extremely stable ones with good range like my Glacioclasm with Surplus/ HIReserves, or my Main Ingredient with Under Pressure/ Tap the Trigger. It's A LOT easier to make use of a fusion than a sniper. Hell, like 90% of the shots I will miss with a sniper will be because of flinch, which is damn near impossible to shoot through, or the target starts/ changes how they move right as I line up the shot, as if they just magically know I'm about to shoot in the next 0.2 seconds. And I don't just mean strafing, I mean like "oh look, a penny" kind of missed shots. It gets really old, missing otherwise perfectly accurate shots because of things you can't predict or things that would require impossible reflexes to react to in that time frame.
