1. Well, if you can't stop cheating embrace it. Give everyone all the abilities cheaters are using and put everyone on the same level.

2. create a list of cheaters, wherever they go in-game make their name flash bright red to signify they are a cheater. Place in-game bounties on them and allow players to go into bounty hunter mode where they are immune to guardian weapons but their weapons only affect guardians who are on the wanted list and whose ID is flashing Red. When the cheater is dispatched his loot and vault are property of the bounty hunter. The bounty hunter will also get a reputation ranks as a bounty hunter with special medals, badges etc.
...these are just rough ideas, but the point being there must be other ways to deal with cheaters besides relying on anti-cheat software that doesn't work.

Maybe if the cheater is identified oni says something like 50k credit bounty for anyone who can kill him, or mark his place on the map and disable pvp besides against the cheater. Maybe everyone who helps kill him gets a cut of the bounty. Obviously the best remedy is to have actually good anti cheat
