Power delta is NOT -25 for GM Renegade Missions More like -40
Enemies are not only bullet sponges but the SKULLS above their heads during the final fight tell me the true delta.

Pretty sure “Bungie” said this about 2-3 years ago about AI level scaling for enemies difficulty (that includes your teammates have a different enemies level).
