It would have needed to be in your inventory(not equiped) after the Warmind update that brough in collections. You can still get that one at random though, so maybe that can give you a bit of hope.
Edit - Not sure if that one would return a shader to you. If it was pre-patch, it may not. Up to you if you take the chance.

In the collections tab it says the precursor vex shader's source is bright engrams, but the current cosmetic engram is nostalgic and doesn't show the vex one it its rewards, where am i able to get the random drop?

I swear I got one from a Nostalgic the other day. Maybe it was a different one, in which case, sorry if I got your hopes up at all. It does seem like it is possible to pop up in Eververse for dust still, so keep an eye on Tess once a week. This info is based on a random Reddit post though, so take it with a grain of salt.
