The invitation to the emperor quest is glitching I think, I proceeded on it, I got the golden hero quest to offer up 3 tributes, but I've never gotten a tribute, I've given Calus 9 boons of opulence and still haven't got one and I cannot purchase tributes because it says "requires quest progress" when I clearly have progressed in the quest.
