These are just thoughts on year 1 weapons that I would like to see changes to in regard to their catalysts or their perks. I do not include any year 2 weapon catalyst ideas because it is uncertain if we will even see catalysts for year 2 exotics in the future.
Acrius(catalyst); gains new perk: No mans land(name subject to change) - hitting all pellets in a shot with this weapon increases its damage for a short time, stacks up to (3-5) times. -or- trench barrel
Merciless; reloading this weapon no longer removes conserve momentum buff
(Catalyst); gains new perk: momentum override - enemies killed with this weapon explode and burns enemies caught in the explosion
Anarchy; buff damage to match dps of one thousand voices, no longer have enemies flinch when damaged by the weapon
Malfeasance; reduce shots needed to cause all shots to explode from 5 to 3. Reduce pvp damage to compensate for this change. -or- have enemies shot by the weapon explode (the latter perk would change the weapon to feel like it should have, based on the trailer).
One thousand voices; increase damage of the weapon to fit in between the dps of prospector and D.A.R.C.I. -and or- increase the magazine size of the weapon
