take off the explosive rounds and the FB has more impact.

Explosive rounds for FB is somewhat bugged. Example in VoG hard mode. Precision shot to Fanatic = 1700ish, doesn't one shot them. Precision shot to Fanatic with explosive rounds = 1004 + 1004 explosive round damage. One shots them.

mine seems to one shot anything but yellow baddies.
