Checking your account in the API throws a legacy platform error.
Looks like you may have not migrated your account over to PS4, which in turn means it would have missed the August 1st 2017 deadline.

What if I never even owned this console? I couldn't transfer my data to PS4

Its well past any times for it now, nothing will be done by Bungie. You'll have to start over with new characters on D2. The old characters will still exist back on D1 PS3, and if you get D1 on PS4/5 at any point if you get those consoles; you can migrate them to that version of D1 but they can't be brought over to D2.
