Did you also try installing Steam on a different partition? Steam error is Access Violation, which usually indicates a system file corruption, bad drivers or even RAM problems.

I also do regular checks and neither drive has errors. No other games have this issue. It's something to do with Steam and Destiny 2, but I can't pin down the cause.
