I believe (and someone correct me if I am wrong) that offering carry services for money is allowed, but account recoveries (i.o.w. the people doing the carry playing on their client's account) is not.
As for "guaranteeing" a flawless, there are several sides to that.
On one hand it could be a hardcore cheater promising a flawless every run, for example intending to aimbot the living daylights out of the poor opposition.
It could also be a legitimate player promising to keep trying to get their client flawless even if they don't succeed the first card. There are lots of very skilled legitimate players who succeed at flawless carries frequently and "guarantees" are their marketing tool.

i hear your point but in my opinion thats cheating and destroys the game's balance. if you cant earn it yourself you dont deserve it.

If it's allowed by the rules it's allowed - fact, no matter how we feel about it. I would never pay for a Trials carry myself, not worth real money for it. Deserve or not deserve, I think that concept is flying around too liberally. If it's a legitimate player doing the carrying, I can at least appreciate the carryer(s) work. Depending on how skilled their client it, it couls basically be them doing a 2v3 throughout the card. Or 1v3 if they run as a duo. That can be a significant handicap. But there is also the off-chance of a cheater carry, in which case the client should do the honorable thing and ditch them.
