Strand fragments cannot be unlocked if you delete your character then redo the lightfall campaign
I deleted my titan and my warlock to change their appearances and planned to quickly grind through the campaigns to unlock everything again, but once I got through lightfall the strand fragments are locked behind three messages. Locked until 3/7, locked until raid worlds first achieved, and requires purchase of aspects and fragments used in the lightfall campaign. It’s currently 4/14 and I’ve beaten the campaign completely so I don’t understand why these fragments are locked still.
