For where Destiny is currently I would say this is the worst season we have seen, yes. I know most people will point to CoO or even some of the expansions in D1 but what made those days dark was the status of the game itself, not the actual content. CoO content was actually pretty good. We just had a very poor state of the game. Osiris had a forge that had a full weapon suit that would have been fun to hunt and grind for but we didn't have random rolls during that period so it was all one and done. It wasn't that the content itself was bad back then, it's that the state of the game was bad and very unrewarding. Now that it's all flipped, and the state of the game is really not that bad, we can now see how shallow and boring the actual content itself is lately. All of the Ketch weapons are great and worth hunting down, but the activity itself is very bland and boring. We have a similar problem again but from the other angle. And this angle is much harder to fix. I don't really have much hope in anything being much better next season. I think the game ran its course last year and while they finally delivered a great campaign in WQ, that's about all it delivered in the end. Seasons seem worth skipping and just waiting to see what people say about the expansions before diving in.
