Rewards would be a great incentive. For something called competitive there isn't anything to compete for.

Yeh there’s also the Unbroken seal too but once you get them all - your reward for getting to Legend is 10 enhancement cores and a piece of loot. And then it’s done!

Mostly it's people trying to complete for not forgotten and people who already have it beating them out of it as far as I can tell
