Please note that there is no transfer from console to PC, there is only cross-save, which simply allows the use of one set of save data across multiple platforms. The data is still tied to the original account, and nothing is transferred or permanently moved. As for Forsaken: game licenses do not transfer between platforms, and players are required to purchase any paid content they wish to play, for each platform on which they want to play it. If you do not own Forsaken on PC, then you cannot play content locked to that expansion while on PC.
