One alternative you can use to receive keys is the level 28 Prison of Elders. The two small chests at the end have a chance of giving you a treasure key. However, it is still RNG and does not guarantee you a key. It is a good way to gain experience in Prison of Elders, increase your House of Judgement rank, and get a chance at receiving a few treasure keys!
