Why do we still receive non-upgraded exotics?

This is a quote from a help page on this very website. If you receive an exotic from the exotic chest in VoG, you still have to upgrade it. Why do we still receive non-upgraded exotics? If this is intentional, the quote above would be wrong.
If this is not intentional, will you change it?
And if you will change it, would this affect the non-upgraded exotics which were already received from this chest after the expansion went live?
Looking forward to an official reply.

3 RespuestasVOG's loot tables haven't been updated to stay current with the rest of the exotics. and unless bungie revamps VOG - it's likely that they won't be updated and brought mainstream. my best advice to you - if you received a coveted exotic from VOG - take the time, farm the glimmer, and just upgrade it.

Yeah so far I have got another Suros, Gjallhorn, and Patience and Time that weren't upgraded. Which is cool because Xur had them to trade in but it was annoying!
