I'll just go right on ahead and say this first:
If you are a Defender Titan, get some No Backup Plans gloves, equip this Monte Carlo, and you will eventually believe that your health bar is just always blue. You will be unstoppable.
Monte Carlo was a pretty decent weapon before, and was the keystone weapon for my "Immortal" Defender Titan Build. Now, with increased stability, and the added perk to the Exotic Effect, Monte Carlo is a Defender's best friend forever. The ability to instantly reset your melee cooldown with a weapon kill is completely priceless, when your melee cooldown is something like Disintegrate with Unbreakable, Relentless, Improved Disintegrate from No Backup Plans, and strength-based gear. I kid you not, with this loadout, Force Barrier will almost never come off. It lasts for about 30 seconds, has about double your normal health bar's capacity, recharges, and with Monte Carlo Method, can be reapplied immediately upon expiration. You can quite literally never lose your Force Barrier. Hell, if you're more confident in yourself, switch out Unbreakable for Gift of the Light to create endless orbs for teammates via race--blam!- trash mobs.
Overall, Monte Carlo was a great weapon before U1.1, and now, it's probably never going to leave my Titan's hands. The increased stability makes it even easier to aim (it was pretty average in the first place anyway) and with the added effect to Monte Carlo Method, this weapon will make you eventually forget that Defender Titans don't just naturally have blue health bars.
What more do I need to say? Monte Carlo is a truly beautiful Defender Weapon

Monte Carlo + Claws of Ahamkara = Bananas!!!

Interesting. My def titan is my primary, and have the Monte, but never bothered to level it up. Maybe I'll give it a shot. Might be nice for my lock with Claws too. Infinite double shields.

I've been wanting this weapon. It's one of the last few I need.
