Your article states that "some weapons" are not receiving the full auto perk. From a technical or troubleshooting perspective this is not the case. It is all non auto rifles that include the fully auto perk. It's not any specifc weapon , just non auto rifles. It will randomly and often jam on you most likely when it detects even the slightest change in trigger pressure. I don't think it's a bug I think it's a complete design flaw as it is on both platforms. I hope to see it resolved soon as I would start using all those weapons again.
