You add new stuff all the time. Constantly patch certain zones. Have low level and high level stuff in certain zones unlike WoW which has high level zones and low level zones.

To date there hasn't been a console developer who has released patches that frequently (Even patches for WoW, content wise, are at least 5 months apart). Not to mention you would have to have a team constantly churning out new ideas.

Then just go with the latter idea: have low level and high level things to do in a given zone. Make the only reason to go from one zone to another pure curiosity and the want to explore.

The thing is, though, that this isn't a MMO. This is a console shooter. Considering how bad Microsoft is about certifying game content, let alone having to go through Sony as well, that's a lot of time spent patching areas just for the sake of keeping things fresh. Not to mention how without the revenue from subscriptions, it might not be worth it to constantly modify the areas in Destiny. Chances are Bungie will just release a ton of DLC with new areas to explore, weapons to use, enemies to fight, etc.
