In Echoes and Revenant when I was buying class items from Xur, they were usually dropping with attuned perk and hardly ever without. This episode it the opposite: class items from Xur very rarely has attuned perk. I haven't completed any Dual Destiny mission this episode, so their drops could be affected as well.
