Hello there,
This sounds like a connection issue of some kind is occurring, and could be an internet service provider issue.
Below are suggestions that may help with your issue:
1. Use a wired connection rather than Wi-Fi
2. Quit any program or turn off other devices that are streaming
3. Clear your console cache or, if on PC, verify the integrity of your game files.
4. Power cycle your internet router
5. Improve your latency and packet loss
6. Follow the Network Troubleshooting Guide for best optimizing your connection to Destiny. If issues persist, try the Advanced Steps Networking Guide for possible router solutions, such as enabling UPnP or changing your NAT type.
7. Enable IPV6 on your router to see if that helps
If you suspect cheating or abuse, report them via the in game tool or If does not work, you can try the Manual Tool or reporting from your game history. Also, keep in mind, that Destiny 2 masks the ip addresses of those playing, so if someone is manipulating your connection they would have had to obtain your ip from outside of the game.
