Armor Mods and Artifact Perks have an invisible slot limit and get disabled if you use too many mods / perks

I've been trying to set up my characters to be optimized, running font mods and artifact perks, etc. Every time I make a *full* build, something stops working. I've done testing, and not allocating artifact perks or leaving empty mod slots (that i have the energy to put a useful mod in) is the only way to enable the perks again. The problem seems to be an invisible cap on how many mods / perks can be active at once, so for example, my current hunter build has to run 11/12 artifact perks and 3 empty mod slots in order to have my last perk in the line - Void Weapon Channeling - activate. The more mods/perks get added the more mods get deactivated. if I add a single mod - void channeling is off. if I add another mod - volatile rounds stop working, and so on. To add to that, I'm still forced to spec into useless artifact perks in order to reach my Void Weapon Channeling, so even removing those otherwise worthless mods for me isn't possible as a workaround. As it stands, I have to sacrifice serious power in my buildcrafting for the build to, well, work at all. Been an issue since Lightfall launch and repeated for everyone I've seen mention the problem or I personally asked *and not just for the specific perks I've mentioned, but various mod and perk combinations*. Having to restrict your own build feels really bad (looking at this screenshot with unused energy and empty mod slots really hurts as someone who tries to optimize my builds), hope it gets fixed soon
