Don't believe this is case, I posted about this as well and in my case I had both void weapons equipped and still wasn't able to proc Volatile Rounds. It only works if I don't use Strand as subclass.

My gnawing hunger roll doesnt proc the volatile rounds either

Same, Gnawing Hunger is no proc volatile rounds

Same, gnawing hunger with demo subsistence and chain of command in heavy slot shows the volatile flow perk disabled, any other void heavy weapons enable it, and any non void heavy weapons disable it. Would love an update or a fix.
