The authentication system is there for security reasons and as such Bungie will not bypass it for any reason.
Your only hope is Epic allows you to recover your account.

So basically if epic games does not allow me to recover my account. The person who hacked that account now has access to my bungie account and there is nothing I can do to prevent it?

bungie don't do -blam!- for u if u cant log into one of your accounts u are SOL this is the saddest support system for games ever GL on epic games cause they are your best luck lol

Bungie does not have access to your account details so is forced to use the authentication system to prove your ID. If you can not use the provided method of ID then Bungie can not be sure that you are the true creator/owner of the account and will not allow any changes to the cross save settings.
