Hello Tilller. Unfortunately, this is a bug Bungie is aware of. You are not able to progress this quest. Bungie is investigating a fix to remove this quest from inventories.

I'm glad they are aware of it. Just wanted to make sure I wasn't going crazy. My OCD was killing me. Thanks for the quick response.
