It's dropping because it's required for the title, 1100 is the lowest light level now, actually 1350 I going to be next lowest light cap, it might means like you can bring mountain top in DSC or normal VoG, we will see

They may actually scale up the light level to some raids and activities so it may still be useless inside some raids. But that's just a theory atm.
