I think it lets you extend the benefits you get from rifts. Empowering Rift will shoot something like a noble round as long as the warlock with the boots stays in cover while on the rift. It could either be that exotic that makes a rift that is also a healing/empowering rift when you get a kill with Dawnblade. It’s one of those, I don’t remember their names but something to do with rifts. Check collections.

Apparently it's supposed to be a potential exotic boot reward for completing legendary or master lost sectors solo, though after numerous completions of legendary lost sectors I personally have never seen it drop on leg day... Pretty sure it's a myth, like a certain Void sword, or like any Raid Weapon.

Well don't complain that they don't drop often from legend when it says exotics uncommon, get that power level up
