Exos that havent been rebooted yet are supposed to have their human memories [spoiler]but Clovis-1 didn't know anything but the bare minimum of being a human being[/spoiler].

The lord explains that the exos fought the vex before the collapse in an isolated war on Europa after he opened a man made vex gate. By the end of the war the Clovis exo became haunted by his past so he wanted to forget it all and he had his memories erased with the strangers help.

The Clovis AI is a perfect replica of the original Clovis' mind. It acts like him, thinks like him, and for all accounts is basically the real Clovis Bray preserved It just so happens that the AI is stored in a disembodied exo head, it wasn't a exo itself. Think of it kinda like Cortana, where you can just sorta plug her into something and now she lives there

What I mean is, why didn't he give Clovis-1 any memories?

Its plausible that the memories that Clovis Bray had were up to date from the man himself, even during the Golden Age , Clovis would've had more access to the banks than any of his high staff. He would've had allowed the memory bank to keep all known memories; Both all of his past and recent memory events updated 24/7 till he deemed it time to become his 'new form' so to speak. But even still he did have a thought on a the Scenario of memory failure to his new body, hence the note he left for his new self with the Sword 'Lament'.
