QUESTION: Will all my completed bounties be removed because I've heard that the entirety of Destiny 2 has to be redownloaded?
I have watched numerous videos and also read TWABs, and noticed the mention of D2 needing a complete redownload due to certain changes, I wonder will that remove completed bounties? I know that bounty soon won't be the main XP grind anymore but I still have a habit of hoarding them.

Should be fine. All of that stuff is on Bungie. Not your system. They could still delete bounties though, so save them at your own risk.
