There are currently no ways to boost your catalyst drop rate.
All you can do is grind.
I will say that I found the Suros, Jade Rabbit and Vigilance catalysts pretty quickly while grinding Iron Banner. Can't say whether or not that means anything, but that's what worked for me.

I read that a lot of people get it in Iron Banner, maybe its because IB brings a lot of people to crucible or maybe the drop rates are buffed. Next time its out I might try to do a bit more of it.
