Can we Make Factions Relevant Again?

I get that Faction Rallies were unappealing and that was part of the reason Factions haven't come back, but come on. What's even the point in having the vendors in the Tower if they don't do anything? If the devs don't know what to do with them, just set them up like this or something:
>Move their armor and weapons from the world loot pool and move it into each respective vendor. >Faction Loyalty is represented by wearing their emblem. You can pledge loyalty on any character at any time by swapping out emblems. >Bring back the Faction tokens and allow them to drop from activities. The more challenging the activity, the more tokens dropped at once (Ex: Patrols gives 2, Lost Sectors give 5, Strikes give 15, Crucible/Gambit gives 3-5 per match, etc). >Wearing the full set of Faction armor grants 15% more tokens from activities (guaranteed at least 1 more token from all activities, rounded up). >Factions give out two types of bounties: Bounties that drop additional tokens, and weapon bounties. Armor can have a moderate drop chance from either of these bounties. Token bounties require glimmer only, but weapon bounties require faction tokens and perhaps legendary shards or destination materials.
While I'm not expecting much to be done with them, it would be nice if the faction vendors could actually have some sort of use down the road. Considering how the devs have handled "vendors" such as the obelisks and Warmind vaults, surely something can be done with these vendors since they already exists and have something to work with. You guys like reusing old assets after all, right?
