This more than makes up for the other perks only being applied with a charged melee.

It’s not health regen either it’s just flat health bump, which is way better for endgame content.

It is still regeneration. Melee kills instantly regenerate 100% health vs x% regeneration per second after x seconds recovery delay.

Regeneration in this game is defined as a shield recharge. Striker Titan bottom tree melee perk is verbatim defined as health regeneration. Sentinel melee perk verbatim states health “restoration”. Not the same.
