Can't link PC account and Xbox account because "silver has been purchased recently"

As the subject says when I try to set up cross-save it errors on the steam setup saying that I have bought silver on that account. But I haven't ever bought silver on the PC. I bought some silver on Xbox but that was over 6 months ago. Why can't I set up cross save?

    You currently have Cross-Save enabled. You chose your Steam account as your main Cross-Save data. Why are you trying to disable it? The Silver restricted disabling security message only pops up when trying to disable Cross-Save, not enable it. It also only appears if you made a purchase in the last 90 days; 6 months ago would be beyond that point and not cause the message to display. As a side note, the Silver error statement will tell you exactly how long ago you purchased Silver using one of your accounts. It's 90 days from the point of last purchase, so if it says for example 33 days left, then you purchased Silver 57 days ago (90-33days remaining=57 days since purchase).
