H-Menagerie Proves Bubble doesn't need WoL

I dislike Titan Bubble having literally all 3 bonuses that it's D1 counterpart had wisely split into different super-variants. 'But Bungie is buffing Bubble because no one uses it.' Okay, but it's incredibly likely no one will use Code of the Commander now that Bubble grants WoL and Armor/Blessing (aka all around better defense). Bungie, did it not occur to you that perhapse 'no one uses bubble' is part of the 'Destiny 2 is too easy' problem? You see, in D1 bubble was always relevant in difficult situations and end-game. Sure partly because WoL, but we forget about the fact we relied equally on the armor and blessings of light. Why? Because it was NECESSARY. I originally thought this was simply my opinion which couldn't be proven, until I actually played Heroic Menagerie. H.Menagerie is (if I'm not mistaken) is one of if not the ONLY activity in all of D2 where the enemies scale PAST the players power-cap. This was a thing common within Destiny 1. Nightfall, Hard-Mode Raids etc all scaled PAST the players to ensure perpetual challenge and difficulty. This made the climb to power-cap engaging but also made the bonus to player strength/resilience a highly pleasing peak to achieve. Destiny 2 as a whole is scaled below or equal to player power during most of the climb and at the peak of power-cap. Imo this is what needs to change- scale the entire games level up a few notches, with end-game activities all scaled ABOVE power-cap (at least 10 levels) and then each and every activity below that be adjusted slightly down from there. If you make the game more difficult, if it is harder (not impossible) to stay alive than things like Bubble and even Well of Radiance will be tools to keep players alive rather than offer only damage buffs which again ensure activities are easier. In H.Menagerie Bubbles are a godsend, Wells are INCREDIBLY beneficial and even lesser utilities like N.Stalker Invis are super helpful. Our player-kits and builds will all become more nuisanced and necessary with increased difficulty across the board. At least that's what I've observed first-hand within your one single end-game activity that actually is scaled upwards properly. (This is also all you'd need to bring back Hardmode/Prestige Raids and activities.)
