It is your responsibility to have a stable internet connection. If you do not, then please be responsible and stay out of PvP activities until you can stabilize your connection.

Being able to play PvP with other players is a privilege, not a right. You knowingly playing with a connection that can be unstable ruins the matches for all the players matched up with you. How is it fair to other players if you play with an unstable connection and glitch around the map not being able to be hit? For instance, I am having stability issues with my ISP and have been for the last 36-48 hours. I have a tech call coming in about an hour. I made the responsible choice and haven't done any of the Gambit matches I need so not to ruin the matches for the players matched with me. Get that? I do not want to ruin other players' matches so I made the choice to stay out of all PvP activities until I get my connection stabilized through my ISP. That is going to put me further behind on getting the armor upgrade completed, but I am not going to make other players suffer because I am not selfish.

You're not. If you cannot stabilize your internet, you are going to miss out on things. If you don't willingly stay out of PVP activities with poor internet, Bungie will take care of it for you.
