Ideas to balance hardlight IF bungie were to remove the screen shake.

People always seem to have mixed feelings about hardlight. It would be broken without the screen shake, it would not be...hardlight is unfortunately stuck in that limbo. Of the things I'm honestly not happy about, is that there's never been a time where actual players got to test out just how "broken" it could be. Bungie allowed graviton lance to get through in year 1 of d2, thorns buff got through in d1...but why is hardlight the one that never gets it's chance? Well...if the range is the issue and they just don't want to try it...why not add some balancing features to It? The screen shake is a balancing factor for its infinite range...but it's so severe that it shoots at shorter ranges than most autos do as of right now despite a lower range potential. Its like...at that point the range isn't even worth it. So I have some ideas to "balance" hardlight so that if the removal of screen shake did actually make it a bit too strong, then these ideas would be valuable. Idea #1: Reduce the PvP headshot damage from 23 to 21. Before the auto buff in year 2, 21 was the damage 600s did in crucible. This would make it kill in 0.90 vs 0.80 like all other 600s. Leave the body shot damage alone. Idea #2: Remove the infinite range, replace this with a maxed out range stat. If the infinite range is the issue, just get rid of it. I'd much rather have an accurate auto that's limited to a specific range than one with infinite range and terrible accuracy. Max range would allow it to extend further than other autos, but that's supposed to be the point. No other exotic in the game creates an issue for itself like hardlight does. Idea #3: Allow it to keep its infinite range, but add a reverse 600 recoil control system. 600s as a base, become more accurate over consistent fire. This can be tested by just shooting a wall and taking your hand off the stick. By adding a mechanic where shooting consistently increases the recoil, this will allow the weapon to function more effectively at longer ranges for a shorter time and then limiting it over time. This is honestly what I want most. Let me know what you think and any other ideas you might have. I don't think anybody cares about the infinite range at this point if it means the weapon isn't allowed to accurately shoot very far. It's a frustrating system to work with and it makes it so unbelievably terrible.
