I believe the last update two or three weeks ago has introduced all those problems. Ever since I get errors with DIM like "Bungie API throttling limit exceeded" (even though I only transfer ONE item from the vault to my char) or a "Time out during communication with the game servers". And it doesn't matter if I use my home internet, my mobile internet or my parent's internet (all three with different providers) @Bungie Don't tell us "It's your internet connection".
