So the in-game area of the EDZ was mining-based... As for the Skiff, it could’ve been repurposed by another house (most likely Dusk). In the commotion of joining all the Houses and the whole scavenging-pirate deal, it isn’t too hard to believe that they’d take some old ships and just use them as they are. I don’t know, but I don’t think any of the Houses are still operating independently, and if they were, they certainly wouldn’t go after new territory.
