I never really thought it was bad, I thought it was just inconsistent at times.
I felt like it's damage output should work more like Chaos Reach, rapid but low
it is electricity, why would it hurt in waves?
Also, you could get more out of it with transcendence further reducing your super drain, and blink for mobility.

Bungie will have to rework the super to make it more similar to Chaos Reach. Yeah, about the transcendence, it’s a great perk, but I feel like the ionic blink takes a lot of super energy when spammed. Besides, using bottom tree enables you to think in a smart way to close the gap, rather than a full chase. I’ll use top tree tonight and see how it goes.

I mean, you don't even have to blink, but just Tempest plus an intrinsic drain reduction is a great combination.

The amount of times I have to wait for my grenade and melee to regenerate is astounding. I know I could just keep them until super turns is available, but avoiding a melee against a shotgun rusher is no easy feat. Plus not using the Grenade outs you at an disadvantage. But top tree definitely has its advantages.
