Bungie is your contact point, but Vicarious Visions built the PC version of the game, so it will most likely be them that are investigating it. Unless it is something that can easily be tweaked in a database or similar (doubtful) then VV will need to investigate this with the graphic driver producers/engineers to see if they can reproduce it and what type of fix could be used to address it, without causing other issues elsewhere. Unless they can find a common denominator in the actual game, most times things of this nature are addressed by the graphics driver engineers (NVidia/AMD) and not the game developer themselves; and that's assuming that it is not caused by other driver or software interference. Just because it is a visual issue, doesn't always mean the culprit is a video driver. Hopefully VV and their investigations come up with a solution for you PC players, soon.

I’ve tweeted directly to VV a few times about this and never get a single word back. I would’ve like them to fix this soon but soon was -blam!-ing 10 months ago. We are far past soon, it’s unacceptable that a bug that’s been reported since the beginning is still an issue a year after launch and it that there are zero updates about the issue like if they are even working on a fix.

[/quote] That's not unusual, considering they are a subcontractor and their NDA likely does not allow them to comment directly; they would relay anything through Bungie. I agree it should be updated by Bungie however.
