While I think it is stupid, it's not as bad as we originally thought.
Amiibos can be used multiple times. Meaning you can just borrow your friends amiibo and get the hard mode. Which isn't perfect but at least it's better than a one time use thing.
And the fusion mode isn't the only hard mode. So it's not that big of a deal.

Fusion Mode is the hardest difficulty. There is a less hard difficulty called Hard Mode, but Fusion Mode is the true hard mode, so I feel like Nintendo using that as a justification is just trying to play with semantics. And yeah, if you're lucky enough to have a friend who got the amiibo, you'll be able to experience 100% of the game. But like I said, amiibo can be hard to come by, and I expect the squishy Metroid to be quite popular.
