There is a invisible "cool down" on them so basically if you pop a 3oC and use it the next one you use will have less of a chance to drop a exotic for the next 15 minutes the chance gets higher and higher until the 15 minutes are up and it's back to normal

So I have to wait 15 minutes before to activate another 3oC or I have less chances to get Exotics... man, why simply don't put a normal timer of 15 minutes like for other items?

You can pop them right after each other and can wait the 15 minutes before the next boss
