Why not institute a weapon cool down? For example you can use your Matador for 24 hours, then it has a 24 hour cool down. This would force people to choose their load outs more carefully and promote weapon diversity or just make people who can't/don't want to play without clever and Matador take a break. This could apply to a weapon archetypes so we can't just switch from Matador to party crasher and from clever to grasp.
