The error you are seeing is received when your stream isn't live. In a future update, it will be changed to display an offline state.
Please note that there may be a delay between when you start streaming and when the stream appears (up to a few minutes).

One more thing, is there a way to track the progress of streaming content towards the 77 hour mark to get the emblem?

That that I'm aware of on Bungie.net. You may be able to check your previous broadcasts on twitch to see how long you've got.

That solves that question. But do you know why twitch doesn't save my broadcasts? Do my streaming hours still count towards the emblem if they aren't being saved on twitch?

I'm not sure why twitch isn't saving broadcasts. That may be something you'll need to change in your twitch settings.
