With Destiny Item Manager (plugin chrome), I try to achieve the best statistics for my equipment. Currently all of my equipment is about 98% of the maximum possible. (Tier 12 and 14 reached). I try to reforge the Days of Iron Crown (https://www.bungie.net/fr/Armory/Detail?type=item&item=3795900624&itemname=Couronne%20de%20l%27%C3%88re%20du%20Fer) to be 100% but impossible. Some have already managed to have the best statistics on the equipment there? Those of feat book! I feel that the odds of getting the highest statistics are terribly low. I say this not to complain, on the contrary, at least it puts a bit of trouble to have the best possible equipment. It's mostly for reviews, though some have managed to achieve 100% already.
