None have control of the darkness.
The Hive are the only ones in league with creatures from the deep. But even the worms are not The Darkness, just servants of it. All the other races are in our solar system for other reasons.

Oryx was actually able to cut out the buffer between him and direct control of the power of the deep when he killed Akka the worm god. After that since Akka was a god Oryx gained his power through the sword logic and was able to directly commune with the deep and this is when he learned how to "take" things. After he got back from his communal with the deep he created the tablets of ruin through which you could directly wield the full power of the deep without having to go through the worm gods.

But he isn't in control of the darkness itself. Just a minor ability with in it. But he doesn't really take anything since most join him.
